Afterward the summit, Biden and Vietnamese General Secretary Nguyen Phu Trong will meet in Hanoi and are expected to announce plans to tighten economic cooperation. The Chinese economy is weighed down by a property bubble, local government debt, high youth unemployment and a broader inability to rebound as expected from pandemic lockdowns. But so far this year, the U.S. economy has outperformed expectations as the Chinese economy has underperformed. Still, China’s economic challenges could create more geopolitical risk as economics can often inform national security strategies. At an August fundraiser in Utah, Biden called China's economy a “ticking time bomb.”“When bad folks have problems, they do bad things,” the president said.

Russia may be looking to Kim to replenish its ammunition and artillery supplies as the war in Ukraine grinds into another bloody winter. It’s also a big oil supplier, and North Korea and Russia are both living under punishing Western sanctions and restrictions on their access to the global market. As it often has during the Ukraine war, Washington is trumpeting information from its intelligence agencies to foreshadow and discredit Putin’s moves before they happen. While the US is dismissive of the possible Kim-Putin meeting, both leaders have the capacity to make trouble for Washington. Putin’s friendship with the Chinese leader has worried the US, although Beijing may not have offered quite the assistance that the Russian leader might have hoped for – one reason he may be turning to North Korea for military supplies.

“We hope this G20 summit will show that the world’s major economies can work together even in challenging times,” US national security adviser Jake Sullivan said this week. The institutions, created in the aftermath of World War II, have long funded education, public health and infrastructure programs in developing countries. Sullivan said this week the World Bank reforms were “not against China,” noting Beijing is a shareholder in the bank. “The biggest shareholders of the World Bank are all sitting around the G20 table. The contrast between Biden’s presence at the summit – which includes a number of developing countries – and Xi’s absence will also give the American president an opportunity to highlight the US’ commitment to the developing world.

New York CNN —Oil prices could climb well into triple-digit territory by next year if Russia and Saudi Arabia don’t unwind their aggressive supply cuts, Goldman Sachs warned its clients. Goldman Sachs had forecast Brent oil to be $86 in December and $93 at the end of 2024. First, Goldman Sachs expects Saudi oil supply to be 500,000 barrels per day smaller than previously anticipated. Secondly, Goldman Sachs warned that some of its assumptions for oil production may be incorrect if the OPEC+ cut extensions continue. In that scenario, Brent oil prices would likely climb to $107 a barrel in December 2024, the bank said.

WASHINGTON (AP) — President Joe Biden turned up in a mask for the first time in months on Tuesday, a day after his wife tested positive for COVID-19. People who are exposed to the coronavirus should wear a mask and monitor for symptoms for 10 days, according to the Centers for Disease Control and Prevention. White House Press Secretary Karine Jean-Pierre said Biden would be following CDC protocols and would mask indoors unless he was far enough away from someone. The Bidens had COVID-19 last summer, which is about the last time the president wore a mask in public. Officials already are expecting updated COVID-19 vaccines that contain one version of the omicron strain, called XBB.1.5.

CNN —US officials have warned North Korea it will “pay a price” if it strikes an arms deal with Russia, after saying that negotiations were “advancing” between the two nations. Sullivan did not elaborate on the potential repercussions for North Korea, which is already under United Nations and US sanctions imposed over Pyongyang’s weapons of mass destruction program. Kirby added that any potential new deals could include “multiple types of munitions” and raw materials from North Korea. The US and its allies are also concerned about the technology North Korea is seeking from Russia in return for weaponry, according to two US officials. North Korea is seeking technology that could advance its satellite and nuclear-powered submarine capabilities, officials said, which could significantly advance Pyongyang’s capabilities in areas the rogue regime has not fully developed.

CNN —A Russian and Chinese naval patrol consisting of several vessels operated off the coast of Alaska last week, defense officials and lawmakers said over the weekend – a show of force that prompted a US military response but did not pose a threat to the US or Canada, a US Northern Command spokesperson told CNN. NORTHCOM and the North American Aerospace Defense Command deployed planes and ships to monitor the Russian and Chinese patrol, which stayed in international waters, the spokesperson said. Dan Sullivan and Lisa Murkowski said in a statement Saturday that a total of 11 Russian and Chinese vessels had been operating near the Aleutian Islands, and were met in response by four US Navy destroyers. “For that reason, I was heartened to see that this latest incursion was met with four U.S. Navy destroyers, which sends a strong message to (Chinese President) Xi Jinping and (Russian President Vladimir) Putin that the United States will not hesitate to protect and defend our vital national interests in Alaska,” Sullivan said. Russia and China have intensified their defense and economic partnership considerably since Russia invaded Ukraine in February 2022, according to a July US intelligence report, and the countries have repeatedly pledged to strengthen their military ties.

SOMEBODY’S FOOL, by Richard RussoWelcome back to North Bath, scrappy sibling to the larger, wealthier Schuyler Springs, down the road in woodsy upstate New York. While Schuyler Springs is famous for wine bars, pricey restaurants and a racetrack, North Bath (or “Bath”) prides itself on a rustic vibe, greasy spoons and scrapyards and grand Victorian fixer-uppers. Set over three days in February 2010, the novel opens with a bleak snapshot: The recession has wreaked havoc on local businesses and families. Russo reprises the cast from “Nobody’s Fool” (1993) and “Everybody’s Fool” (2016), framing their foibles as social comedy in the mode of Charles Portis or Charles Dickens. (There’s an allusion to “Great Expectations.”) As with both authors, tumult brews beneath sunny surfaces.

The US began ramping up ammunition production last year when it became clear that the war would drag on far longer than anticipated. But the ammunition will still take “years” to mass produce to acceptable levels, National Security adviser Jake Sullivan told CNN Sunday. Ukrainian troops now typically fire between 2,000 and 3,000 artillery shells per day at Russian forces, a US defense official told CNN. It was necessary, though, because of how low US stockpiles are, Sullivan told CNN Sunday. “All of us have had to struggle stimulating our supply chains, some of which went to sleep,” he told CNN.

Washington CNN —The US will allow European countries to train Ukrainians on F-16 fighter jets, a top Biden administration official confirmed Sunday, a potential boon for Ukraine’s efforts to counter Russia’s air superiority. One of the main issues Kyiv’s ground forces have faced as their counteroffensive gets underway is Russian air power holding them back. “The United States will not be the hold-up in ensuring that this F-16 training can get underway,” he said. Turning to US national defense, Sullivan lamented the House-passed defense policy bill that includes the adoption of several controversial amendments that touched on hot-button social issues. “So it was a small group of Republicans who essentially created a trap.

Vilnius, Lithuania CNN —President Joe Biden and alliance leaders enter the first day of the high-stakes NATO Summit Tuesday with a reinvigorated sense of unity after a major win on Monday evening when Turkey agreed to Sweden’s bid to join the alliance. Biden and other members have touted unprecedented unity among the alliance in the face of Russia’s war, and the move also provides leaders a significant show of force going into the summit. “We’re coming into this consequential summit with a full head of steam,” national security adviser Jake Sullivan told reporters in Vilnius Tuesday morning. “When the NATO summit gets underway, our alliance will not only be bigger and stronger than ever, it will be more united, more purposeful, and more energized than at any point in modern memory. CNN —President Joe Biden has already secured a powerful deliverable from his Europe trip – one that will weaken Russia’s strategic position in another detrimental consequence of its invasion of Ukraine. Once Sweden finally joins NATO, it will bolster Biden’s reputation as a US leader who reinvigorated and expanded the bloc. Biden had said before leaving the US that Ukraine was not ready to join. Erdogan’s move was also a severe blow to Russian President Vladimir Putin. “This really isn’t about Sweden, this is about the United States and Turkey and Turkey’s role,” she told Jake Tapper.

Over 100 countries, including the UK, France, and Germany, have outlawed the munitions under the Convention on Cluster Munitions, but the US and Ukraine are not signatories to the ban. Ryder said the Russians have been using cluster munitions with a dud rate of as high as 40%. Biden reluctant at firstBiden was reluctant at first, officials told CNN, given how many countries worldwide have banned the munitions. It is not clear whether the heavy amount of artillery ammunition the Ukrainians have been expending day-to-day would be sustainable without the cluster munitions if the counteroffensive drags on, officials and military analysts said. Russia’s Ambassador to Belarus Boris Gryzlov said the US decision was “a move of desperation.”“As part of the continued assistance to the Kiev regime, Washington is considering the possibility of sending cluster munitions to Ukraine.

Retail crime has hit a bustling Kansas metropolis

Republican Kris Kobach, Kansas’ attorney general, said retail crime is a “spiraling problem” in his state, adding that Kansas and Missouri are among the top 10 states in the nation for volume of retail crime. “There is a link between drug trafficking and organized retail crime,” Kobach told lawmakers in June. “Organized retail crime is a problem that is getting worse, not better. Organized retail crime offers criminals a business model of pure profit, “with no overhead, rent, product cost. In early June, Kobach testified before a House Judiciary Committee hearing on “Organized Retail Crime and the Threat to Public Safety.”“When one thinks about the explosion of organized retail crime in the United States, the State of Kansas may not intuitively jump to mind,” he told lawmakers.

The opioid group had worse mental health scores and more reports of nausea, dizziness and constipation than the placebo group. Opioids and painThe study authors and experts who weren’t involved in the new study have theories on why opioids weren’t found to be more helpful than the placebo. “The good news is most people with acute low back pain and neck pain recover within 6 weeks naturally.”The authors studied nonspecific back or neck pain, which is pain with an unknown cause.

CNN —Welcoming Indian Prime Minister Narendra Modi to the White House this week for a state visit – the most elevated form of American diplomacy – will require President Joe Biden to make certain trade-offs. Yet Modi and India, the world’s largest democracy, also represent a lynchpin in Biden’s strategy in Asia. That, according to officials, was the rationale behind inviting Modi for a state visit, only the third of Biden’s presidency so far. The two leaders will hold a joint news conference – something virtually every state visit over the past two decades has featured – but that was only agreed upon after lengthy, delicate negotiations between the two sides. “We’re just grateful that Prime Minister Modi is going to be participating in a press event at the end of the visit.

CNN —President Joe Biden will “at some point” meet with Chinese President Xi Jinping, according to White House national security adviser Jake Sullivan, as the two countries work to reset normal relations amid what has been an extremely tumultuous and tense year in the relationship. And then, at some point, we will see President Biden and President Xi come back together again,” Sullivan told CNN’s Fareed Zakaria in an interview on “GPS” that aired Sunday. That is the firm conviction of President Biden,” Sullivan added. The incident marked the second time in two weeks that Chinese military personnel have engaged in aggressive maneuvers in the vicinity of US military personnel near China’s border. During the era of free trade and financial liberalisation, the politicians danced to the economists’ tune. The state will explicitly subsidise “specific sectors that are foundational to economic growth (or) strategic from a national security perspective,” Sullivan explained. Federal worker safety inspections have alleged poor maintenance or a lack of safety training at some Tyson plants where ammonia leaks injured workers. CNN interviewed eleven current or former Tyson workers across three different plants who experienced ammonia leaks. !”A safety sign hangs on a fence at a Tyson plant in Hope, Arkansas, in March 2023. Still, some Tyson workers who lived through ammonia leaks said they wished more had been done to protect them. That means that the data doesn’t necessarily cover Tyson plants or other meat facilities that hold smaller amounts of ammonia.
Washington CNN —A dozen US senators unveiled bipartisan legislation Tuesday expanding President Joe Biden’s legal authority to ban TikTok nationwide, marking the latest in a string of congressional proposals threatening the social media platform’s future in the United States. The legislation, called the Restricting the Emergence of Security Threats that Risk Information and Communications Technology (RESTRICT) Act, does not target TikTok specifically for a ban. In the case of TikTok, lawmakers have said China’s national security laws could force TikTok’s Chinese parent, ByteDance, to provide access to TikTok’s US user data. The bill specifically directs the Secretary of Commerce to “identify, deter, disrupt, prevent, prohibit, investigate, or otherwise mitigate” national security risks associated with technology linked to those countries. But those have expanded to include makers of surveillance cameras and, more recently, apps and software makers such as TikTok.
